What is measured—and what is not

Domain evidence

The checked-in accessibility handler combines retained evidence for a country/domain with Voidly probe records from the last seven days. The evidence query has no time filter. A response-generation timestamp is not the latest measurement date.

The documented bands use flagged share: blocked at 70% or above, partial at 20% or above, accessible below 20%. No rows produces unknown. These are source classifications; targeted samples do not establish a countrywide probability or the cause of a failure.

Provider policy

The cached matrix and public check can overlay a vendor geo-restriction. A provider flag stays separate from network evidence. A missing flag does not prove eligibility, and a provider restriction does not establish a state network block.

Raw reachability, source confidence, provider policy and successful app use answer different questions. This page does not attempt signup, send an inference request or test connectivity from your browser in the selected country.

Full catalog, coverage and source differences

The original page requests primary and alternate domains across its curated country list, which lists Turkey twice. This preview retains all unique catalog countries and all services. The cached GET matrix uses a smaller country set and omits countries/services without a classified measurement. An omitted pair remains “Not in response”; it is not converted to a measured unknown, zero or accessible result.

The cached matrix picks the strongest source classification across a service’s domains. Its chosen domain is shown explicitly. A service-wide label can therefore describe an alternate website rather than the application/API you intend to use. Select a cell and exact domain for a separate bounded GET. Direct reads never backfill or silently replace the cached matrix.

The API’s fully_open_countries summary requires some measured domains and no classified blocks/partials, not complete coverage of every service. Its state_network_block category is based on score/reason heuristics; neither label is adopted here as proof of universal access or government intent. Cached results and individual reads may differ by domain, time or deployed source implementation.
